No Heat or Hot Water for Months Slumlord

Pros:
Amazing location, gorgeous pre war apartment. I loved living in this area and absolutely adored the apartment before the current landlord (Susie Park) bought the building. Wonderful people in the neighborhood and surrounded by great bars and restaurants. Super close to JMZ/G/L trains.
Cons:
There are three apartments in the building, each with their own boiler, and in the winter of last year the top floor apartment lost their heat and hot water when the boiler broke. The landlord refused to fix it , and they ended up having to move out of the building within a month as it was freezing in February. This apartment (#4) is now on the rental market again. About 4 months later, the boiler broke in the apartment I was living in as well. Thankfully, it was the summer and although cold showers are unpleasant, we stayed in hopes she would restore our heat and hot water since we loved the spot! We called 311, went through a legal battle, and at the end never go heat or hot water back even though our lease ended in beginning of December (heat/hot water went out in early June). She also refused to give our security deposit back after months of denying us basic utilities. BEWARE that this is a scam the landlord pulls on young tenants to constructively evict them. It has happened to two apartments in the last year, both of which had been in the building for many years before she bought it.
Advice to owner:
Consider giving your tenants heat and hot water.
