Answer:

Technically, yes, but he is never around. We've contacted management about his lack of availability but they haven't done anything about it either.

Answer:

The company comes on a monthly basis, but they don't treat every apartment. You have to write your name on a signup sheet in the lobby for them to come to your apartment.
