Love this apartment, but has some bad quirks

Pros:
I loved the size of my apartment and location is amazing. It's rent stabilized and that's a pro in itself. The building was relatively safe and well-kept by the super/management. There was monthly pest control that came and was free, but if you are not home, they will not service you for it. If I had a maintenance request, it was usually addressed fairly quickly. I have only had one package stolen. It's right off a main street so it's usually always ok to walk around day/night. The garbage area in the back is always kept clean and they clean the hallways.
Cons:
There are bugs, especially in the summer, even with the pest control. I only saw one mouse and they put down traps, patched up the hole it came from and I never saw one again. I'm pretty sure my apartment had mold in it, as I developed a chronic cough. There is a mentally unwell man who can yells at any hour of the day, for hours at a time, in his backyard (which is a building on 25th street). This doesn't affect front-facing units as much as back ones, but I've heard from back-unit tenants that it's a major headache. There's also a neighbor who's dog barks all day if he's not home and he also has a lot of visitors, which makes safety a slight concern since you don't know who's coming in and out. Not necessarily a building problem, but the C/E subway doesn't always run on the weekends because of maintenance. While there's a lot of expensive apartments in this neighborhood, there's also some unsafe aspects to the neighborhood that comes with being in this area...
Advice to owner:
Super is amazing, property management could be more responsive.
