Great place to live, but not “luxury”

Pros:
I love the actual apartment and the air conditioning in the unit. There’s an elevator and package room. The roof is great, even without any furniture up there.
Cons:
It could be more clean - it is regularly cleaned, but the floors are visibly more stained than when I first moved in. The utilities are extremely expensive due to how it was built - the ac is also the heating (which makes no sense because heat rises) and so in the winter the heating bills are astronomical. Laundry is a bit expensive. Packages are regularly stolen and the block itself does not always feel the safest. There are car break ins and drug users all around.
