Get your shit together and fire the manager Ray Peña for not doing his job properly

The Infrastructure is failing in the building

Rents are inexpensive
Cons:
Emergency issues with water & heat and no resolution in years.
Advice to owner:
Resolve your failing infrastructure. Hire companies that are competent as opposed to just economical. There are constant repairs on items just installed. The tenants are suffering.
