Great Unit, Horrible Neighbor

Pros:
Good price for neighborhood, owners seem to care about the building, pest control offered once a month, there is a cleaner for hallway spaces, packages aren’t ever stolen, appliances work great so far, unit looks well taken care of, close to subway stop at 72nd.
Cons:
There’s a mentally unstable neighbor on the 3rd floor who has yelling episodes most nights anywhere from 10pm to 6am in the morning. Found this out after moving in and the owner said they have been working to evict her since they bought the building 10 years ago. Doesn’t seem like she’s going anywhere but she is loud and when police are called they don’t do anything to help her. If you’re looking for a quiet building this isn’t it. It is an old building so heating pipes are a bit noisy and tap water is a bit weird but that’s to be expected.
Advice to owner:
Disclose the disturbing tenant before renters lease

Pros:
There is the occasional roach but an exterminator comes once a month. The heat has shut off but the super is usually pretty responsive to issues. Besides that, clean and updated apartment.
