illegally converted duplex/ terrible landlord

We have really kind neighbors.
Cons:
Where to even begin? We moved here in the middle of January of 2023. Our unit was advertised as a 3 bedroom, with the downstairs portion being called the “primary bedroom”. There was a really strong cat pee odor but we figured we would just deep clean and it would go away. We loved the floor plan and location and were excited! Heat didn’t work downstairs and the temp was hovering around 56 degrees according to our digital thermometer. Landlord was unresponsive so we got a couple of space heaters which we used as sparingly as possible but still racked up nearly 400 in electric bills. There was a scratching sound and occasional squeaks coming from the ceiling. I tried to ignore it or tell myself it was coming from outside but then eventually discovered rat droppings (yes RAT, not MOUSE) in the downstairs bathroom. We had pest control come and they described several small cracks as “rat highways”. They put poison in the walls, ceiling, and sealed everything. Haven’t noticed any issues since with pests. In April our unit severely flooded twice. No exaggeration there was about 5 to 6” of sewer water in our main bedroom. We lost all furniture, rugs, tons of clothing, momentos, etc. It was devastating. The landlord not only didn’t answer the phone, he did nothing to help clean. I called and texted him over 100 times and his response was to send some random guy with an industrial dehumidifier. It was loud, made my electric bill astronomical, and it barely got any water out. For 2 weeks between work and taking care of my 8 year old kid, I sifted through ruined belongings and tried to salvage what I could. That was the last straw before I hired an attorney. NYC DOB came and issued several citations and declared it an illegal conversion, which I had suspected. We also just paid an independent mold specialist to come who said we definitely have a mold issue. COOL COOL COOL. I could go on and on… bottom line. DO NOT RENT FROM ZALMEN BIEDERMAN.
Advice to owner:
Hire adequate management/super, listen to tenants, show concern when your building endangers tenants

Notoriously negligent landlord who’s also just a jerk, poor management (Top Quality Management), consistent flooding, faulty heat and AC, just don’t bother until it’s under new ownership.

Overpriced, okay apartment with TERRIBLE landlord

Pros:
Great natural light in the bedrooms, high ceilings. Location is fantastic, of course. Our unit also had a window that accessed the roof of the auto shop next door (this was falsely advertised to us as a "private roof deck," but it is indeed not technically part of the property), so sometimes we would hang out on there.
Cons:
Small, but that's to be expected in NYC. Upstairs neighbor was running an illegal Airbnb, so there were always strangers coming and going, leaving the front door wide open, and even climbing up the fire escape when they forgot their keys... Zalmen, the landlord, is an exploitative, negligent landlord who almost never responded to urgent requests unless we threatened legal action. Our heat was broken for a week in January and I had to email him every day saying he was breaking the law and sending him photos of the thermostat before he brought someone in to fix it. He also tried to steal our security deposit from us, withholding it and ignoring our calls, texts and emails for three months until we filed in small claims court. I also know they SPIKED the rent for a 3 BR from $3,500 when we signed to $4,500 after we left, soooo... beware.
Advice to owner:
Respect your tenants. Don't steal from them. Give them heat........

Beautiful backyard view on one room
Cons:
Little kitchen space Street facing rooms weren’t super nice or bright Appliances were subpar, lights often failed, and management did not fix problems quickly or thoroughly
