Loud street noise, terrible heat and water

Pros:
The building is in a good location, close to the park and lots of bars and restaurants.
The apartment gets a ton of natural light, even in the winter months.
The apartment gets a ton of natural light, even in the winter months.
Cons:
The water pressure is terrible - it takes a full 10 minutes for the shower to get hot.
The pipes are not insulated and freeze over in the winter.
The heat turned off overnight several times in the winter months, forcing me to go elsewhere to sleep.
The street noise is unbearable. It's a truck route so early morning noise is unavoidable, and the supermarket across the street has trash pickup every other night around midnight which makes the whole apartment vibrate and is impossible to sleep through.
