hard to contact, unwilling to make repairs

roof access, neighbors
Cons:
the super and landlord are unresponsive and unprofessional - both are extremely hard to contact with months of persistent effort and when they do fix anything it's done poorly and partially and the problem continues.
Advice to owner:
Hire actual plumbers
