Stressful shanty with no super

Pros:
Great neighborhood. Nice broker named Tim.
Cons:
Landlord is so incredibly rude as well as criminally negligent. At LEAST 3 neighbors are mentally unwell No Super. No one helps when things break. Leaks. Mold. No heat frequently. Next to 24/he parking garage.
Advice to owner:
Get a real super. Bright the hallway lighting up to code, or at least cover the bulbs. Fix the broken floors. Patch the leaks. Get rid of the mold. Paint the hallway. Renovate the kitchens and bathrooms. Maybe take a bit of pride in the stoop, entryway, hallways, and stairs.
