Heat isn't warm enough, elevator is always broken

Pros:
Neighbors are great, apartment is rent stabilized.
Cons:
Elevator is broken every other week and it's down for multiple days.
Heat is almost non-existent. If you complain, they'll simply put tape on your windows. I've spent more that $500 running a space heater just at night so I'm warm enough that I can sleep.
Water temperature varies in the shower. One second the water is cold, the next it's scalding.
Advice to owner:
Pay for competent elevator service. Crank the heat up a few degrees. Don't be so cheap. Advertise the building as a walk up since that's essentially what it is.
