Super cheap rent.
The building definitely has mice as well as rats. They do provide pest control to plug in holes, but you can still hear them in the walls and sometimes comes out when new holes open up. The reason why rent is so cheap is because management is VERY hands off. As long as there's no issues you'll be fine, and they take care of the basic stuff. But the moment you have any serious issues, they will NOT act according to common sense or what any other reasonable landlord would do. I had a noise issue with the restaurant next door, and the management company's way of verifying it was coming to the hallway of the building and seeing if they can hear it themselves with their old ears.
