Slow and unresponsive landlords

Pros:
The building itself is nice, and the location is great. Large apartments with a very nice layout.
Cons:
Landlords are very slow to fix things. Windows are very old and not insulated. In building laundry is often broken. In general landlords are abrasive and unresponsive to major issues (like heat, hot water, broken stoves etc.)
Advice to owner:
Hire a real super who will fix the infrastructure problems of the building
