Rough Apartment space

Pros:
Very close to hospital, across the street. Avg rent.
Cons:
Everything else. Laundry room is dirty, there are rats in the basement, some tenants have bug problems. The structural integrity of the building is leaning, un even floors and walls. Small places. Lighting is outdated.
Advice to owner:
Relocate tenants, demolish and rebuilding from scratch to be more modern and up to code. Make larger apartments and functional flow of space.
