Pest control issue!

Pros:
Location
Unit size is okay
Parking is not as hard
Cons:
Infested with roaches and rats.
Basements apartment gets flooded every time it rains a lot.
Landlord is quick responding but never entirely fixes an issue
Not a lot of closet space
Advice to owner:
Invest on long term solutions for issues like pest control and the flooding

Pros:
Neighborhood is good people are nice but no parking!
Cons:
Never takes out garbage, they give tickets for garbage and tenants have to pay because he never fixes the garbage one tenant has to do it for him. He is very irresponsible when things need to be fix! He tells you he will fix it but months go by and nothing. Just the worst!!!
Advice to owner:
Be more responsible!
