The definition of a slum landlord

Close to train and highway
Cons:
Landlord doesn’t fix anything properly.
It takes almost 2-3 weeks for him to finally send workers to fix anything.
Landlord is really rude and treats the tenants rudely because we receive help from HRA OR OTHER CITY PROGRAMS.
He acts as if we are beneath him.
