The noise is too much specific from the 2 floor, kids running and pasting

Cons:
I don’t like this building because the people from 2 floor never breaking the housing law every day. They allowed their kids to jump, running and playing inside home 24 hours,. Because of them we can’t sleep and get some rest. They thing they are above of laws. If it’s not because of pandemic we want to move. We getting sick and our blood pressure is high right now. Both me and my wife with my three years. I wish one day if you can send someone from department and check Ok
Advice to owner:
Ask him to tell the people from 2 floor and 3 floor to respect the housing department rules and regulations ( put kids to sleep at 10 pm, tell kids not jumping, running and make a loud of noise at home,. Take the kids ton playground for playing and respect the neighbors rights
