Unresponsive management/ No heat/Hot water and a elevator that breaks down daily

Pros:
Building is in a quiet area, neighbors are generally quiet and everyone keeps to themselves.
Cons:
Elevator is constantly broken, building has issues with roaches in hallways/apartments it’s an older building but still. Management is unresponsive towards most issues but especially the heat and hot water issues in this building. Currently a homeless issue that’s been recent where homeless & addicts have been seen sleeping in the lobby/front of building at night/midday including inbetween the double doors before entering the *constantly broken* locked doors to enter the building.
Between the safety of the building, constantly having to plug in multiple space heaters every night, cold showers, lack of repairs and the management being a nightmare this building isn’t terrible.
Advice to owner:
Deal with the non existent heat and hot water in the building , my family but more importantly my kids shouldn’t have to freeze in a 25°-40° apartment at night because you give heat twice a day if we’re lucky and then say it’s because it’s on a timer with no intention to fix the issue .
