Antagonistic security intercom setup

Pros:
Clean building affordable laundry
Cons:
Shelter for the homeless on certain floors. Intercom still has not been setup and my lease is almost up. Security doesn't help the residents in anyway. When asked for assistance they state that they are hired by a different company to monitor and secure the shelter and that they are not involved with and my anything regarding residents. The defective key fob instead of just giving the tenants an actual key. No default code givin in the event a resident leaves the apartment unit and leaves the for inside.
Advice to owner:
Jore security that actually cares about the well being of the entire building. The amenities promissed should have been available (Exercise room and intercom). This could be a potential lawsuit for false advertisement or misleading information.
