Apartment overrun with MICE, pissing and shitting disease vectors everywhere

Pros:
The building is solidly constructed and doesn't fall apart, I guess.
Cons:
They've been letting the apartment overrun with MICE for over a year. They are pissing and shitting in our bags of rice, in our kitchen cabinets, in our pots and pans. I'm pretty sure half the stomach issues I've been having is a result of the mice pooping all over the apartment.
The most they do is send an exterminator every month, who spends less than a minute and doesn't care about his job, and even though it's not working *at all*, and despite repeated emails and calls, they refuse to send anyone who is an actual competent professional. There are holes under the sink and they have the audacity to tell US to "plug the holes" ourselves. No, it is the OWNER'S job to do basic, legally mandated maintenance! We tenants pay rent, we don't do free labor for *your* property.
