Bedbug/cockroach hell, rubber tubes instead of pipes

The worst place I have ever lived. The first shower I took upon moving in got me a call from the landlord because apparently the restaurant below our unit was flooding. When the plumber came in to open up the walls, he said he had never seen anything like it: there were rubber tubes in the wall instead of pipes. He installed pipes over the next week, but by week two we were dealing with a bedbug infestation that had come down from the unit above us and a horrible roach infestation on top of that. There were bugs crawling across the ceiling, floors, and countertops at all times. In response to this, the landlord admitted that the building has an "incurable roach problem," and the pest control that she called in told us the same and explained that the landlord refuses to pay for any type of treatment that would actually remedy the issue. I cannot believe this building is still standing.
