Good luck getting landlord to take care of his building

Pros:
The location is great.
Cons:
The management is unresponsive to tenant problems. The elevator breaks often leaving disabled or elderly people stranded (sometimes stuck outside for hours). The building is rarely cleaned. I've not seen pest control in years. They allegedly come on Saturdays but despite me being home on Saturday's I never see them. We often run out of hot water and heat during the winter. Some tenants are disruptive and harasses other tenants yet the landlord doesn't attempt to remediate the problem. The management office is pointless. They don't return your calls nor do they do anything.
Advice to owner:
Get out of the real estate business.
