Water Main & sewage line bursts monthly

Pros:
Cheap, backyard and in good area.
Cons:
Water main bursts in basment nearly monthly. Sewage line backs up and spills into storage room off basement level nearly as much with raw sewage. Durring heavy rains, water will pool inside the front door and in the back corner of basement. Landlord does not answer in a timely manor and sends super or plumbers with no info on situation or urgency. It is up to you to clean all of this up. Does not ensure you're safety in apartment, all old tenants have keys to the garden level apartment! They can and will enter when they want, he will ignore all questions on changing locks. All utilities are paid to him, whole apartment is below 50° in winter and 15° hotter than outdoor temp in the summer. He will not turn up the heat and tell you to use space heaters. BASEMENT IS ACTUALLY CELLAR AND NOT A LEGAL PART OF THE APARTMENT. 311 has already come and confirmed area is only to be used as storage; no 2nd egress, ceiling is not 7 ft and window is less than 22 in.

Do better please.
