Nightmare neighbors and landlord

Landlord is completely unresponsive to tenants. The neighbors who rent the Bodega (which has no permits and is operating illegally) are a nightmare. Loud amplified music almost every night and all day on the weekends. They regularly grill with propane and drink beer and smoke weed on the sidewalk. They are constantly outside yelling on phone calls. It's a complete nightmare and there are rats everywhere. STAY FAR AWAY.
