Rats, noise, flooding, mold, and no heat

The location is decent.
Cons:
Building is infested with rats. Building management does nothing to prevent this from happening.
The heat only works about half the time.
The basement also floods during heavy rain. The flooding causes mold.
The building manager is unresponsive at best and openly hostile the rest of the time.
The building managers have also removed the ticketing system to report these problems to get building problems fixed, and don't tell prospective tenants about these problems at all.
