Flooding, broken AC, and it rains inside

The size of the apartment and the location is amazing
Cons
The basement, approx half of the apartment, floods a few times a year. The AC unit is broken or inefficient, which means that during the summer, the electric bill gets as high as $900 per month. The basement also has a leak from the outside. Every time I open a ticket about it, it's ignored and then simply closed with no comment. The management literally just closes tickets without even contacting anyone or attempting to resolve the issue.
Advice to the owners
Actually fix literally any of the issues that I keep opening tickets about
