The halls remain clean and the landlord takes care of the garbage outside.

Cons

This building is a cesspool of infestations. It has rats, mice, roaches, mold and bedbugs. The landlord denies all these issues. Also, the building itself is a fire hazard. Not to mention, there is no heat in the winter and the wiring of the building is outdated. Any little thing will shut the whole power off.
