Weed smokers and hangouts in front of building

Cons
Mice, windows are not properly sealed, brick constantly sheds, heater in one room doesn’t work another very low, another room heater leaks every time it’s on. Skylight leaks when it rains a lot. One bedroom has stains and leaks in ceiling. Family room ceiling still leaks after owner had ceiling open and exposed for 28 days in an attempt to repair the problem. When water is on in shower it smells like sewage. Received a few gas shut off notices and even had no gas heat or hot water for 5 days.
Advice to the owners
Please properly address the issues instead of saying you will then not following through consistently
