Loud neighbors, dirty building

Pros

The rent is reasonable and the unit is quite large. Lots of windows

Cons

Building is constantly dirty, neighbors smoke in the hallway all the time, leaving cigarette butts on the floor. Loud music constantly in courtyard, neighbors yelling. Police activity on several occasions. Walls are very thin, I can hear my neighbors
