Landlord negligent and careless

I really liked all my neighbors!
Cons
The landlord moved to another country without notice, and without leaving a manager in charge. It took a very long time to get anything fixed (electricity, fire escapes, etc). The biggest failure was that the heating system failed 6 times throughout the winter, with it taking an average of a week to fix each time. The landlord never simply replaced the system, which was the advice given by repairmen, but did quick fixes that lasted only a few days.
Advice to the owners
Be responsible with your property and your tenants will do the same. Show some pride in your building and good tenants will stay.
