Used to be great place to live

Pros:
Ocean air quiet community safe.
Cons:
Run down not mainted. Owner fails to issue renewal leases on time constantly having to inform him of rent stabilization code. Does not respond to tenants issues wants the building tenants to move out. He fails to pay his Seagate dues causing tenants to not be able to park overnight on streets and subject to towing and fines. No professional management of building. Building has 7 units some with senior citizens young children and special needs young adult. Tenants will be filing grievance which agencies having jurisdiction soon. Has one unit vacant , complaints he can't pay dues but doesn't rent this apartment?
Advice to owner:
You are. Not capable of managing this property, tenants have called this building home for three decades. Get your act together. Fix fire Life Safety issues at once.
