Neighbors smoke on the staircase, smell of garbage all summer

Pros:
It’s in a nice neighborhood
Cons:
Multiple neighbors are smoking on the stairs, the strong smoke smell all over building. So if you walk on the stairs your hair and clothes are gonna smell like you just smoked. There’s a chance your bathroom and bedroom walls may develop mold. In the summertime you can’t open windows cause the smell of rotting garbage mixed with pets shit smell inside that garbage is gonna be all over your apartment. Very disgusting. And there’s also construction opposite of the building. That gets very loud and don’t let you sleep past 8am
Advice to owner:
Can you stop putting garbage outside of the peoples windows? And can you start punishing smokers. It’s literally unlawful to smoke there and there’s a sign . Why no one takes action
