Avoid at all costs

Pros:
If you enjoy being harassed on top of living in an illegal apartment this is just the place for you!
Cons:
Owners will harass you to leave, a lot of illegal criminal behavior like tax evasion, overcrowding of units. Would turn off vital resources regularly on top of verbal harassment. Bed bug infestations regular. Zero privacy as the landlord lives on the property and has no problem invading your space. Do not live here even if it seems affordable. You will have more problems than you have ever imagined possible living in NYC.
Advice to owner:
Sell the home and give up being a landlord
