One noisy neighbor ruins everything

Pros:
Great super, pretty low-key vibe, no real problems with neighbors, convenient location
Cons:
One neighbor spends hours outside playing his music or sitting in the lobby watching vids on his phone loudly. Doesn’t care about his neighbors and it’s been like this for years with no help from management. Apartments could use some upgrades, too, as well as the interior lobby and stairwells. Also, the management is not very responsive when it comes to actual complaints especially about the noisy neighbor.!
Advice to owner:
Get rid of rhe disrespectful neighbor!
