Good location - Bad neighbor

Pros:
Close to the train, shops, laundromat. Very convenient, clean, and quiet street. Large apartment room
Cons:
Noise from neighbor who is not considerate anyone but oneself. Loud music almost every evening just like listening in the same room! Stay away from 3rd and 4th floor.

Pros:
Close to the 7 train, great food nearby, dog park, farmers market, bars and grocery stores nearby.
Cons:
No noise mitigation at all. Upstairs neighbors played music 24/7 and must have had and indoor bowling alley. You could hear every fart from every apartment at all hours of the day and night.
Advice to owner:
Follow up on people using carpet/rugs/ anything to ease the sound problems
