Nice area, building not maintained well

Pros:
This building is in a great area on a beautiful and quiet tree lined street. The apt itself was sizeable
Cons:
Pretty outdated and run down interior and apt. For example, the wallpaper is peeling off the hallways, there’s always dirt and cobwebs. The super pretends to fix things and won’t see anything through. Landlord will tell you it’ll be fixed but it takes a long time, if it is even fixed at all. Super would shut heat off in winter for no good reason. Landlord is a nice guy but it was a fight to get necessities
Advice to owner:
Fix health hazards and put a little bit more effort to maintain the building
