Unresponsive Landlady

Pros:
It was close enough to the train station which was nice.
Cons:
Super noisy neighbors. Kids would run around screaming at 8am on Saturdays in the apartment above. We would let the landlady know and even recorded the noise for her. Nothing was done. Every week there was screaming. Another neighbor had a dog that would bark all morning. Which is weird because when we moved in, the landlady said no pets were allowed. Yet a few steps away, a dog was in the apartment. Those same neighbors world argue loudly some days and played Spanish music very loudly with their apartment for open. It was a pain.
Advice to owner:
Treat all your tenants the same.
