Constantly rats & full mold

Pros:
I liked the neighborhood. Quiet and generally friendly neighbors. Parking was ok.
Cons:
I constantly had rats coming to the window because it was by the garbage. I also had a huge mold issue because of poor ventilation. Also, no heat whatsoever. The landlord is an old man and his son. They are very cheap and unresponsive. Their home is by the apartment so they always have their eyes on you.
Advice to owner:
Fix garbage so the rats don’t come.

Many rats. Mold. Cold in the winter. Not enough hot water. Expensive rent for the bad location.
