Owner is slow to make repairs read comments

Pros:
The neighbors are very nice
Cons:
The owner never returns the security deposit when you leave. Also he takes a week to three weeks to fix anything that is wrong . I went 4 days without a working toilet once as well as took a month to replace the broken lock on the apt front door we had to use the back door to enter and exit. The was a massive rat problem for around a year before I moved. As well as a bed bug infestation in the building off and on for two years.
Advice to owner:
Fix things in a timely manner
