Nice interior, exterior cleanliness problems

Pros:
AMAZING Super (Donnelly), nicest guy and fixed things really fast. VERY clean interiors, Super mops floors daily. Thick walls, rarely heard my neighbors. Well sealed windows that greatly reduced noise. Beautiful wood floors, recently renovated kitchen & bathroom, appliances are nice and work well. Big bedrooms and 6 closets in a 2 bedroom!
Cons:
A&E management - they own this apartment and they are super shady. They pulled a bait and switch with the price - said one month rent free, then well into application process, said the offer wasn't available. RATS OUTSIDE!! Major construction next door and poor garbage management attracts them. Garbage area was always gross, garbage piled crazy high on collection day, attracts rats. Roaches no matter what I did. I saw about 1 to 2 small roaches a month. You are supposed to be able to sign up for exterminator monthly but he never came. Poor garbage management - this building desperately needs an incinerator or a dumpster. I guess NYC does not require it to have one, but letting a mountain of garbage bags sit on the curb all day until sanitation picks them up is disgusting and a health hazard, rats are constantly in the pile No security on first floor apartment windows - I didn't live on the first floor, but the windows of 1st floor apartments that faced the sidewalk were at chest height or lower, yet did not have no security bars. I would still recommend this building despite the cons as long as you do not get a first floor apartment and as long as you don't believe any offers or discounts A&E gives
Advice to owner:
Get a freaking dumpster and actually have an exterminator show up!!!
