rent stabilized, good location, building + apts not maintained well

Pros:
location - close to the train and walking distance to stores, restaurants, parks. most neighbors are chill.
Cons:
pests (roaches and sometimes mice) - exterminator doesn't always come every month, management doesn't make changes even when the whole building is complaining, unresponsive to issues, apartment is falling apart (paint peeling, floor chipping, floor sinking)
Advice to owner:
give the building and apartments the proper updates (fully fix/replace the issue, not cover it up), handle the pests - make sure the exterminator comes every month, keep the building common areas clean
