Heat problems in winter

Electric heaters only at least when I lived there, huge electric bills in winter, a pipe froze one winter, lots of leaks in the building leading to full on flooding of basement/stairwells. Loud parties next door

Well kept apartments. Very convenient location and has good amenities

Loud if you have the room near the street but it’s mostly fine. Sometimes weird smells coming from the restaurant (gas, etc.) but it’s also mostly fine.
