Thin walls and loud neighbors

Pros:
Big spacious apartments that are updated. Units have a dishwasher and there's laundry in the building.
Cons:
The walls are so thin in this building. That's one thing I can deal with, but there is someone in this building who plays their music so loud it disturbs their neighbors. It's not even just during the day either. The music will start as early as 6am and goes as late as 3am. This is also a daily occurrence. This inconsiderate neighbor continues to play loud music despite complaints from neighbors, the super, the landlord, and the police. This apartment would be great if this neighbor didn't live here or used headphones.
Advice to owner:
Get better soundproofing or remove this disturbing neighbor from the property.
