Affordable rent comes at a cost

Pros:
Cheap rent and the amount of space
Cons:
Unresponsive management that didn't walk through our apartment before we moved in. We had to clean the tub and the toilet and have found a couple of cockroaches. The "exterminator" just sprayed pesticide without sealing off entry points. We were allowed to move in without any smoke detectors installed, which is against housing laws. There's no lock on our back door. When I called the landlord, he told me to only call if it was an emergency like a flood or fire. So then I email and put in maintenance requests and don't get any response.
Advice to owner:
Either be more responsive or stop being a landlord because this apartment is inhabitable
