Loud noises from neighbors, roaches/rats throughout building, useless management

Pros

- Super is ok - Laundry in building - Nice location - Close to subway

Cons

- All day long, loud noises from the upstairs neighbors. They have a kid who runs up and down all day and they don't have the slightest concern for their neighbors. I tried talking to them, they didn't open the door. I sent a letter to the management. Nothing was resolved. - Rats and roaches everywhere, especially in the summer. The pest control was absolutely useless. I tried different solutions from Amazon, unfortunately the roaches just kept returning. Every week multiple people complain on the pest control signup sheet that their apartment is fully infested, everyone else has just given up. - The elevator stopped working multiple times throughout the year for weeks at a time. - Rent increases every year. - The lease says its a pet free building, but actually many people have pets. The lease says you need to have carpets, but it isn't enforced which is why the noise from neighbors is a big problem.
