ceiling fell in the first week

Pros:
bedrooms were a decent size
Cons:
the first week in the apartment the ceiling in the kitchen fell in - leaving debris all over the kitchen and a huge open hole in the ceiling (about 3 feet across) management did not address this until I called 311 and reported them multiple times. when I moved in the apartment was also not cleaned at all by the previous tenant and the locks were not changed to the unit (I know this because the previous tenant was still in the unit when I arrived for move in and just handed off the keys). also very very loud because of the LIRR right outside the window.
Advice to owner:
secure the windows with weather proofing to help with the sound and cold winters.
