Decent for the area but owner very cheap

Appliances were much older than the building - he bought used appliances. Owner would be in another country when trying to reach him. Would take days to get someone in to do urgent repairs because he didn’t want to pay for immediate service - had no hot water heater for days in the dead of winter!
