Carbon Monoxide and unresponsive landlord

Beautiful building, nice quiet street, nice neightbors
Cons
There was carbon monoxide in our apartment and no smoke or CO detector upon move in. The landlord was unresponsive which led to the energy company turning off the heat and hot water for 5 months because they found illegal piping.

Advice to the owners
Screen the people better. They are taking advantage of you. They are putting everyone at risk.
