A fall from grace

Pros:
Water pressure was phenomenal, heat on days when it was needed, hot water was barely gone even with notice, right across the street from a playground
Cons:
Some neighbors are incredibly obnoxious and will blast their music throughout the night. I've woken up at 7AM because of music. When I complain almost nothing gets done because they go right back to it almost immediately. Lately, neighbors have been leaving their garbage out of the garbage chute and sometimes by the stairs. It was never like this but there are no cameras in the hallways so management can't do anything about it.
Advice to owner:
There needs to be more order over the building. And stop hiring lazy supers. Put cameras in the hallway.
