Cockroaches and Dogs barking

I move in and there’s hundreds of cockroaches, in the fridge, dishwasher , everywhere! Also the neighbor across from me has a like 4 dogs that constantly barks 24/7 which disturbs my peace and I can’t get no sleep. Management hasn’t done anything about it Also the elevators are always broken and they were broken for a whole month! Rent is 3800 dollars while there are people in the building that are NOT PAYING THAT MUCH AND ARE MOST LIKLY ON SECTION 8
